Would lifting 10lb dumbbells at my age, 13, stunt my growth?

lifting weights will not stunt your growth.
However, using the same weight may not be appropriate for those four different exercises. A 10 lbs. dumbbell may be okay for the biceps but too much for the wrist. I also hope that you are doing more than those four exercises, because they by themselves would be a rather unbalanced workout.
One thing to consider since you are concerned about growth: as I mentioned, weight training with appropriate weight will not impact your growth. But exercises that are performed incorrectly and are thus leading for forward rounded shoulders can give the appearance of being shorter than your really are.
I would suggest you find a weight lifting class to learn correct technique. Getting a trainer for a few sessions may also be a consideration so that you can start off right.

I agree with the others. The answer to your question is no. Also getting a trainer to show you the correct form of lifting weights and monitor your progress would be a great idea. You are at the age where learning how to lift weights properly will help you down the road by avoiding any potential injuries.
