Did you mean “Jodhpur”, as in the pants equestrians wear? In addition to H. Sophocleous’ answer I would also add:
Lateral thigh & glute work, such as side lunge lifts, clamshells (variations)
Standing leg extensions
Curtsey squats
I also like single leg presses to feel the whole leg working and to tease out imbalances.

I agree that the exercises already mentioned will develop the muscles in the legs, glutes, and hips. Squats, lunges, curtsey lunges, and side to side stepping with a band looped around the ankles will develop those muscles. However, in order to see the fat loss around that area, it should also be combined with a clean, healthy diet and some cardio (such as high intensity intervals). Genetics may also be a factor that could make it a little more difficult, but all of the above will help.
