I’m not sure if I understand whether your question is on OA or knee replacements. Since it appears it is regarding knee replacements I am responding to that portion of your questions.

The focus should be on increase range of motion, particularly if the individuals has OA. Too, development of a ankylosed joint is common with total knee replacement. Once one has reached an acceptable ROM, one can progress to increasing overall functional strength.
I agree with Joanne that yours is actually two questions. First step is to confer with client’s physician and physical therapist for their specific recommendations with regard to the individual client. Most likely, avoiding open-chain and high impact movements, as Joanne suggests would be a good idea, especially for the initial phase of the training program. And I agree that achieving optimum ROM is an important first step.
