People may be able to pay the cost of a simple membership but not a trainer, also classes are at certain times, they may not have the space in their own home to workout to the video. Why couldn’t they bring the video to the gym, ultimately renting “space”. Could have multiple TV set ups, wireless headsets so different videos can play at the same time.

I feel your pain and hear/understand your concern. That is why I customize workouts for the clients according to their resources, in this case.
Maybe you could talk to the gym owners about your concerns to get a group trainer to watch your video and design a class for you. The hard part is the time frame you need. Maybe you could get a group of people to sign a request/petition to make it a viable option for the gym owner to accommodate your request for a time slot, or other ideas.
Have you looked into the gyms that are open 24 hours with access by a member key? That may be the immediate answer until you find something better.
How about jump rope without the jump rope? Do you have room to do push ups, sit ups, etc? These are just a few ideas; you must only do what a doctor approves of for your personal health.
