This is very unusual for IDEA. Someone usually gets back to me very quickly whenever I have issues.
Did you go through the “verify” steps on your account page? And if you did, are you sure that you submitted all of the information correctly?
And you said you called them 3 weeks ago, did you leave a message or speak with someone directly? I would call back. Some of the IDEA people do check this “answer” page, but I would keep trying if it were me.
