how to strengthen the scapula
Are you asking this due to a specific problem you are having? You don’t want to just try some exercises for the muscles attaching to the scapula if you are having issues like pain, popping or clicking sounds when moving the arm(s)/shoulder(s), weakness that affects using the arm on the affected side, etc. I recommend that you consult your doctor and perhaps get a referral to a Physical Therapist. Before doing any exercise, with or without a trainer, get clearance to do so from you doctor.

Paul is correct with his lesson for you. You can also squeeze your shoulder blades together to work the surrounding scapula area. Another tip is to stretch the chest to take pressure off the scapula area. This will help you stay balanced.

The scapula is a bone. I’m assuming you mean how to strengthen the muscles that attach to the scapula.
I suggest looking up specific rotator cuff exercises. All four rotator cuff muscles attach to the scapula. As well, shrugs work the levator scapula and upper trapezius. Rows work the rhomboids and lat pulls work the latissimus dorsi.
