age is not a factor in the Body Mass Index (BMI) which is strictly a calculation of the relationship between height and weight.
There are other tables that set a relationship between percent body fat and age (see here for an example http://www.apft-standards.com/malebodyfat.html). The greatest shortcoming for the BMI is that lack of consideration of bodyfat. There are examples of people with ideal weight being over-fat, whereas athletes with ideal body fat percentage can be classified as overweight.
