fitness program design considerations

When considering designing a program for someone, there are many variables to consider. I don’t think an article will do program design justice, and it takes some background knowledge in basic science and experience to help along with the process. If you are talking about the basics, Essentials of Strength and Conditioning textbook has a decent layout of the variables to consider. Each certifying agency will probably have a different way of designing programs.
If you are unsure about program design (many new and some experienced trainers struggle with program design), I recommend you take a CEC course for becoming proficient at assessment, program design, and program adjustment.
I teach classes for those wishing to become Fitness Instructors. We spend quite a bit of time on these subjects, both in the classroom and in practical experience. Education is the most important part of any professionals efforts to improve their services to their clients.
