I would try to attend a class that the instructor is actaully teaching if possible. Or observe a personal training session with an actual client. If the instructor isn’t currently working in fitness, you will have to attempt to hold a demo class or training session to see them in action. I would have to have a pretty good first impression from someone that isn’t actually working presently to take them seriously. Newbies being the exception for that.

Here is a list of NCCA accredited certifications. You will also want to interview and have the candidate do a sample session. You will know if the person is a good fit for your business. Hiring on a probationary period will give you an out, also.
