I would recommend that you search this topic online. And that you contact your local government. Also contact your local Red Cross, Salvaiton Army,
Goodwill, etc. to ask if they might be able to guide you or assist you.
It can’t hurt to ask fitness organizaitons like ACE, IDEA, ACSM, etc. if they can help you. To get help from outside groups, you need to be able to deal with some rejection. And when contacting such groups, always ask for ideas or for someone else in the organization to talk to that might be better able to assist you. Grants are nice, but they always take a lot of effort to acquire.
Also, there are people that write grants/do the paperwork for a living. You might want to search for that sort of thing as well. Some take their fee out of the grant. Some want the fee up front.
I don’t think IDEA offers grants. Maybe your local congress representative can help you with this. Another way to raise money for your community center would be to hold various events such as silent (or not) auctions, social events or even charity races where you can charge cover or entrance fee.
