I plan to purchase and watch several IDEA streaming videos listed among the online digital courses. Can I use these purchases toward CEC credits?

You can do it either way, with or without CECs. I have purchased access to a couple of the libraries without CEC. For additional fee, the same library access can be purchased with CECs. Different videos might vary in duration and thus CECs, but very generally are about 2 hours.
