80 yr cannot do hamstring stretches without pain behind knee and outside of calf. He cant get on floor and has balance issues.

it’s one of those cases where you can only do so much. If cardiovascular exercises are what you are supposed to do, then I would start with a recumbent bicycle and start doing some stretches afterwards when he is warmed up. You can also introduce some SMR release techniques when you use a tennis ball in places where he can sit and place it under the calves and hamstrings.
If he has not stretched for the last 80 years, you will have to start with baby steps and take what you can get.

There are a few different issues you’ve mentioned here. One thing that helps to keep in mind is to always meet the client where they are–with regard to limitations–when planning their program. If he can’t get down on the floor, then perhaps you could find some chair exercises that will help him with some additional quad/glute strengthening as well as stretching exercises.
For a hamstring stretch (if you know for sure that the issue is tight hamstrings), he could sit at the edge of a chair with one leg straight and simply lean a bit forward. Ensure that although his leg is straight, the knee remains slightly bent to take any strain off the knee.
Hope this helps, and remember at this point in his life you are trying to help him with activities of daily living little by little. If you can get accomplish the goals of a little cardio work, strengthening, and increasing his range of motion through flexibility–he will be that much better off.

Don’t make him get on the floor; there are a lot of ways you can hep him seated or standing.
I agree with the answers so far. If the pain is behind the knee, you might ensure that the knee is slightly bent.
You might also loosen up other areas along the posterior chain. I haven’t yet met a client of his age range with great foot mobility. I’m sure Karin would promote the MELT foot method, of which I’m also a fan. And then going up the chain into both calf groups to increase dorsiflexion.
Small increments, never to the point of pain.
If he can get into and out of a pool safely, I’m also a proponent of pool work and floating for this population.
