Older adults?? What is an older adult? I train everybody according to what they are physically capable of while making them stronger. The training program should be based on an assessment of abilities and limitations then pick from a pool of exercises that are available accordingly.

I do use resting heart rate as a marker for stress as well as cardiac drift during training for monitoring improvements in fitness, but not to the level you are asking about.
