There are many reasons why people postpone or push back exercising. It varies from personal (family, medical, financial, etc.) to professional reasons (work related, busy schedule, etc.) and I don't think there is one reason that gets the full attention.

There is really nothing you or she can do about this. Genetics cannot be changed. You can have her do all types of exercises without focusing on the calves alone (for ex. no calf raises). Walking alone exercises the calf muscle, so even if you advise her not to do any weight training for her calves,...

If you are talking in LBS. then 1lb of muscle weights the same as 1lb of fat. The only difference is that muscle is more dense than fat (as Paul mentioned).
