I'm also in favor of the talking to PT about your shoulder. A frozen shoulder requires a lot of attention that includes stretching, movement exercises and strength exercises. Since there are various levels the frozen shoulder syndrome, it's very difficult to be more specific in this answer.

I prefer to eat after a workout (especially when I'm focusing on my lower body). A protein intake is ok either way (before or after the workout).
