Should I do cardio before or after a core workout to maximize fat burning?

In reference to your question as this relates to fat-burning, in my opinion it's not really going to matter much which you perform first. The one exception would be if you were to perform your core (or any for that matter) exercise before your cardio to the extent that it detracts from your ability to perform your cardio workout effectively (meaning negatively impacting the duration or intensity of your cardio).

I recommend doing 10-15 minutes of moderate intensity cardio exercise prior to engaging in both strenth and flexibility exercises, including core training. This raises the core temperature a bit and will reduce the risk of strain injury to muscles and connective tissues.
With regard to "fat burning," the sequencing of exercise modalities is not nearly as important as the total number of calories expended during the entire workout.

I agree with LaRue. Its not really going to matter unless you do core for an hour or more than do cardio, in that case it might keep you from putting the same effort in.

The order doesn't matter. Always remember that whatever you do previous to a certain exercise will affect that exercise. A hard core workout may affect the person's ability to keep a stable core during cardio. Conversely, a hard cardio workout may affect the person's core workout. Switch it up and don't worry too much!

I agree with the others that there is no specific order that will maximise your result. What i can say is if your goal is to maximise your fat loss than focusing on your cardio is where you would get the biggest bang from the two types of workouts you mentioned. I'm assuming when you say core your referring to an abdominal excercise and when you say cardio you are referring to things like running, cycling, rowing etc. If my assumptions are correct than you should keep in mind that working bigger muscles are going to result in more calories burned therefore the cardio work is the dominant activity here, as you will be using many more muscles and bigger muscles with that type of activity, while focusing your core exercises on strength and stability, and not fat burn, will give you the best benefit in that department. Now in your cardio you can do specific things to improve your fat burning but ill leave it there since that would be a whole other question. Remember always start your activity with a proper warm up, and finish with a proper cool down, and good luck!
