Hi there
Not sure what you mean by licenses? Personal trainers are not licensed, that usually is a state controlled mandate. Are you are asking what certifying association has the largest active members? Most associations have different levels of certifications, and different specialties. I am wondering what your question is driving at?

There are three main organizations with the credentials to become a certified trainer: American College of Sports Medicine, National Academy of Sports Medicine, and American Council on Exercise. Also the National Strength and Conditioning Association. However there seems to be hundreds of different certifications nowadays.

I believe the American Council on Exercise has the highest number of actively certified trainers. It is a more affordable certification and a great one to start out with. I am very pleased I chose ACE and I plan to purchase more materials from them.

Good answers, but I think a better way is to find out how many active members each organization has. From there you will be able to calculate how many are certified. Of course, you can always call the organizations and ask them.
